Motorists are driving less and buying less gasoline, which means fuel taxes aren't raising enough money to keep pace with the cost of road, bridge and transit programs.

If they are so worried about less revenue then they should cut their pay, benefits, and retirement by 60%!! They are nothing but a bunch of low class rotten son of a B*tches who should be shot for betraying the people of America!!! Also we need to term limit those idiots on the supreme court who cant seem to read the constitution very well!!! The courts have gotten out of hand and are interferring in things that they have no business in!!! Why have a legislature when the courts seem to be running things!!!

Charles Whittington, chairman of the American Trucking Associations, which supports a fuel tax increase as long as the money goes to highway projects, said Congress may decide to disguise a fuel tax hike as a surcharge to combat climate change.

Looks to me the American citizens are trying to combat climate change only to be penalized for doing just that with more taxes. As you can see environmentalism is nothing but a money scam and its only going to get worse....

I agree with you.  They plead for the people to cut back on using fuel and then turn around to raise tax's and I doubt if its for the infrastructure as it is for the bail out monies that need to be replaced since the deficit is at highest in our industry.

Those people should take a pay cut, do away with most of their perks that we pay for from our tax's.

They didn't mind giving themselves a raise while this country is going into the financial toilet.

Agree with rider megin etc. If Exxon would say they aren't getting enough profit and raise taxes, can you hear the sermon coming from congress about it?

I said on another blog that you havent seen anything yet. Obama may well give a tax cut (income), but he and congress will MORE than make it up with other taxes. Gasoline tax increase is one I was expecting. Currently it's at 18,4 cents per gallon. Expect sin tax increases on alcohol, tobacco. Will probably be extra taxes on vehicles getting less than a certain mpg, and possibly on any that aren't at least partially electric. They won't try to battle the second amendment, but taxes will be put on guns and ammo to make it too expensive to consider hunting or recreational shooting. Of course, cheap, illegal guns will still be available for criminals. Don't be surprised to see federal sales tax increase, although possibly not since that would affect low income earners also. Will be too expensive to maintain classic cars, or any vehicle over 15 years old . A tax will be put in place on them when renewing registration or when begin inspected because they'll be considered to be pollution causing.

They have been the majority in both the House and Senate the past two years !!!!!

Wakeup !!!  Did some of you happen to notice that the Conservative Republicans were the ones along with the Conservative Democrats originally blocking the BAILOUT of the Financial Institutions !!!!!!!!!!

Yes, they want more money to improve our road system!  Yes, it is being damaged by those 80,000 pound loads going down the road.  NOT BY the gasoline powered small cars and trucks!  They also want the money to help improve the road system so they can handle the increase cargo container traffic shipped from China being unloaded at the U.S. Port. (yes, there was a graph showing China's projected shipping to the U.S. over the next 5-10years ?? going up sharply.

If you do not believe me, go read the Commissions Report!  It's on the internet !

by-the-way, the Commissions recommendation is to tie the Tax to the rate of inflation and increase it every year for the next five years.  This would be about a $0.40 per gallon tax.

They only show a few billion per year used to maintain/improve the Rail system in our country.  This is where we should be spending our money, not putting more Trucks on our highway system!!!!

You should start killing all the people that voted for bush, maybe your self included. Before you start on the Democrats, this has been 8 years of Government run by the GOP. The Dems. had 51 or 52 Senators these last 2 years, but educated people know that it takes 60 votes to control the Senate. The Republicans have been in complete control the last 8 years. If you are a republican then go look in the mirror and curse your self. But I suppose if you are a Republican you won't do that, you just can't bring your self to admit your that big an idiot.

Forget a gasoline tax, you know it doesn't go for roads. It goes to the general fund like the hundreds of billions of IOUs to Social security to be used by politicians on both sides of the aisle. How about this America? A national speeding fine. Now the states and local counties get a small fine and court costs. THE INSURANCE COMPANIES GET BILLIONS every year by raising your insurance $ 300-$3,000 for 3 years. Wonder who got paid off for this legislation in ALL 50 STATES? Democrats and Republican state politicians, thats who. If the states had this money,than what defecits.
Why not take the billions that go to the insurance companies for speeding and reallocate to the states where the speeding took place. Now add $ 250-$500 national fine to the ticket for the speeders 15+ mph for the roads in the state where the speeding took place. Of course now I gave these politicians a PONZI scheme and it too will go to line their pockets and reward the lobbyists.

How about just telling the truth? Actually, an increase in the tax rate sounds prudent, but any other system sounds ridiculously difficult. Are we going to require every driver to keep track of how many miles they drive?

I suspect that when the government pushes us into electric cars (which I actually agree with), they'll raise electric bill taxes too.

you are so right!!! i think we should also tax the the politicians mouth's because all we ever hear is 'raise taxes' when is this sh— — ever going to end? why can't they learn to live within a budget like most americans have to? also consider this if less americans are driving then the wear and tear on the roads are going to be less any way so they don't need to be fixed as often, or is it another case of screw the american taxpayer some more, and see if we can get away with it.

We need to start a new political party, a peoples party. And start in now!! It should begin in each community where locals choose someone who they feel would best represent the PEOPLE of America, not the few mega rich who are now in control of our country. Then you move on to county regions, then state regions to pick the select few who would be willing to make some real CHANGE. Obama's isn't going to change one single thing about Washington politics. Do you have ANY concept of how much more in taxes those 80,000lb trucks pay? A one year registration for just the tractor alone clips close to $2000.00 in my state. The trucking industry is already being taxed at an unfair rate.

The rail system in this country has been unsuccessfully propped up by continuous handouts at the expense of the taxpayer, and it's still broke, broken, and outdated.

I know that most of us are responding in anger and are venting, because here we go again...yet more money being squeezed from those who are about squeezed out.  But this is beyond partisan politics.  Is this really news to anyone?  State and federal gasoline taxes fund many state projects, and those are being pushed to the limit in some states.  Most states are highly dependent on sales tax revenue, and we're spending less and traveling less.  They have to make up the difference by raising taxes somewhere.  Think of the federal programs dependent on part of the gasoline revenue, and it will be felt in social programs that assist the unemployed.  I think you're going to find bi-partisan support for this.  So let's get in touch with our representatives and let them know how we feel!  Until President Obama is sworn into office, let's try to refrain from blaming him for things beyond his control and those beyond President Bush.

What have the states been doing with the tax they already assess per gallon for the roads?!?  Not only that, but, we are told that we are driving fewer miles now...that is good, but, there is also more drivers each and every day that a 16 year old gains his or her drivers license!  This is insane.

Their promises during the campaign would have been possible if money grew on trees only. The Democrats feel secure to behave like their partners in Russia, Cuba and China keeping the power in the family. The race card is their "political correct amunition" to shut us up, while teachers and college professors are brain washing the future generations. Hey, Darrell, better rethink that bit about higher fees for cars over 15 years old. I'm still driving my 17 year old car because it gets far better gas mileage than anything being built today, with the exception of the smallest hybrids and one or two teensy little compacts. I just can't justify spending more on gas, plus a car payment, to replace it. As long as it's still running well and costs less than a car payment in repairs, I'm going to keep driving it. It has over 250,000 miles on it right now, and I expect to be able to put another 100,000 on it if I keep it in decent repair. It's running fine and is definitely not "pollution causing".

This is only the beginning, wait until the new thinkers try to raise the gas tax by another dollar to promote less gas consumption.  One group is upset because consumption is down and wants to raise taxes to increase revenue and the other side want even less consumption and would impose even higher taxes.  Who do you suspect is hit the hardest by the tax increases? Who do you think will pay for all the other spending promoted by the geniuses in Washington?

One side of the coin is to 'make money for infrastructure' then the other thinks that a 'higher tax on gas' will push people to buy and drive more fuel efficient cars or go green. There is only one problem, it's a catch 22 - drive less and pay more for gas, drive a fuel efficient car and pay much more for it.

Our auto manufacturers don't want us to buy fuel efficient cars because of their close ties with the petroleum producers. They should go out of business....bankruptcy. Have intelligent, taxpayer-oriented, farsighted people buy those companies and change how we get around. (fuel can be made from weeds and garbage for 10% of what it costs to make petroleum products) The car makers won't do it. Our representatives are in the pockets of the lobbyists! - BOTH Parties.

Preliminary voting says 70% of americans don't want it. Time for a "Change" in the senate.

Dems did this in the 90's, now thier going to try the 'ol end around.

Hopefully this isn't what Obama's change program is really about. I say congress, senate, basically lawmakers work for free this year.

The problem with a ten or twelve cent increase in the gas tax is that it is not near enough.  Petroleum, cheap gas imported mostly from countries hostile to us, is one of the root causes of our current financial issues.  Gas at $4.00 a gallon caused real change in America.  Even W. is right when he says, “America is addicted to foreign oil.”  So our pusher has lowered the cost for a few months.  Does anybody think current price levels are anything but temporary?  Nobody likes to pay taxes, but let’s pay taxes to the American treasury rather than the treasuries of Venezuela, Saudi Arabia, Nigeria, etc. 

 

We don’t need to use less energy per se; we need more energy from more rational sources.  Higher taxes on the “old” fuels will hasten in the innovation – and resulting jobs - which will allows again to lead the world.

They want to blame everything on Bush but we saw by the election who was running this election and most of it was the media and the Democrats and I am a Democrat, but did not vote for Obama. I think people are going to be surprised after he takes office exactly what kind of changes he wants to makes and its going to get ugly. They raise gas taxes I'll drive less. I can curtail my driving where some can't though, but some aren't willing to. The people in our government are the most wasteful with our money and I for one think it's time we Americans take back our country.

Contrary to everyone's belief not all government employees have the same benefits or even the same rules even though we all work for the same federal government.  This is something I do not agree with.    Every year, our budgets are cut substantially.  Last year my supply budget barely covered the cost for toner cartridges for a color printer let alone other supplies needed to maintain the office.   I'm not telling you this to complain but to let you know that most agencies budgets have been cut dramatically so you will know we aren't being irresponsible with your tax dollars.  Like you, we also pay taxes. 

The average government employee pay is determined by the GS pay chart, certain high level management positions and those jobs which are appointed are paid by the SES chart. 

Government spending is out of control, but I don't think this money is going to the government agencies, but more into programs and projects influenced by those in Washington.  Just like you I would like to see this change.  We can not continue at this rate.  I would suggest we begin to look at the budgets for everything Washington approves money for.  We need to be realistic about what we as a country can afford to fund, just like we would do in our personal lives.  I don't believe the folks we have in Washington will willingly do this, without the American people taking control and forcing this to happen.  This is a large job, but if we form committees and work together we may be able to make some headway.  These commmittees would need to form subcommittees to address issues and work with subcommittees from other states to work on representatives and make the changes necessary.  It will be alot of work and it will take time, but it's time we reminded the folks in Washington who they work for.

Texas - I applaud your understanding that your employer is out of control but commitees and subcommitees and susubcommitees are part of the problem. Government as defined by the Constitution is simple and limited. We have allowed our congress people to gain too much power through legislation, give away programs and excessive regulation. A commitee will not solve this. I am concerned we are so far past the point of no return that a tea party is the only remaining option.

Tax and spend, tax and spend..........the semis already pay thousands of dollars every year to get their license plates which is supposedly going to repair our roads.  Someone better check out how much tax we already pay on a gallon of gasoline it is over $.50 and we sure don't need them sticking us with more. 

This is their way of paying for the bailouts.  But oh wait, they weren't going to raise our taxes to pay for those.  I am sure I heard them say that repeatedly. 

Of course when they said thatI predicted they'd raise gas and cigarette taxes instead which Bush refused to let happen.  They have a cute little deal in Ohio called a Cap Tax which does away with real estate taxes on business and taxes the blue blazes out of them for the right to do business.  It's been declared unconstitutional and they are still collecting it as they neglected to outlaw the collection part just the distribution to county level.  Supposedly it was drawn up to be divided down to the counties to pay for schools, etc. but since it was declared unconsitutional they are just spend it at state level & putting it in the General Fund..........Strictland proposed it and he's sucking business dry and people wonder why businesses move out of Ohio!

Congress and the Senate are at it again and they'll have no watchdog for a President to stop them spending up into a total collapse of our country.  Don't even think you can blame Bush for what they'll do to us and have been doing for years!

Several things
!. "Big Oil" some of you have been drinking the liberal koolaide and believe that oil companies make "obscene profits" when in truth they make a lower profit per dollar invested than does your local super market . The TRUTH is, the FEDERAL GOVERNMENT makes MORE per gallon than the oil company and they do NOTHING to earn it; they are great at wasting it however. 2. The gasoline tax at both federal and state levels has been used to support every "feel good" program that came along including "Mass Transit". How about letting Rail Roads and "Mass Transit" support and pay for themselves for a change. The gas tax revenue should ONLY be used to support road building and repair, that was the idea behind the tax originally and it should revert BACK to that purpose.
3. The Demowits have been in control of congress ( both houses) for two years and had enough of a majority before to block much meaningful legislation; they have been playing "gottcha" and "hold up everything" politics in a struggle to gain power for themselves. They didn't have the good of the country in mind; only their personal power. They, in the last two years, have managed to drag congress down to the lowest popularity ratings that have ever historically been seen.
4. What you are now seeing is the result of bending to the demands of the wildest eyed environmentalists around; demanding higher gas mileage of automobiles, demanding people car pool and take mass transit and then when revenues fall, demanding higher taxes which will result in Less driving and higher costs for food stuffs and just about everything "joe public" uses to live.

Phillipqb, I think I may not have explained what I meant by committees and subcommittees.  That was not directed towards the government agencies, lets not add anymore layers to government.

The committees and subcommittees I'm talking about are the ones that we as citizens should form to start to reform our national government.  As citizens we need to look at the budgets and work together as a group to begin to apply pressure on our representatives to not approve spending in areas we feel need to be cut.  The citizens are going to have to take an active part of herding our government in the direction we want.  It will take extra work on our part as citizens but the problem is that too many of us have allowed our elected officials to make decisions for us and tell us what we needed.  It's time we tell them what we need and when they choose to not deliver then they are replaced by those who will look after our interest. The only way this will work though is to get committees or groups from each state to work together with each of their representatives.  This can be done by individuals calling, writing, faxing our representatives and doing this in an organized fashion.  Basically, you are sending the Congressman a congressional, and if you really want to see a Congressman move send one, sit back and watch the show.  It is something to behold.

They are promoting alternative fuel cars and want to stick it to us if we actually use them.  Since there are lower gasoline sales due to people being out of work then the roads are being used less too so they shouldn't need as much repair either.   Those taxes go into most states general funds never to be seen by road construction repairs. 

You will note that all these delivery companies who just had to have more due to the high cost of gasoline have not dropped their prices one penny with lower gas prices and Exxon is trying to slide in under the screen with high prices when the Futures show crude below $40 a barrel.  That's February's price at the refinery not 8 cents more a gallon today!  People should boycott Chavez's crude and see how bossy he gets.  Last time they did he changed his station names to cover up who owned them!

Increase the cost of gasoline and the use of gas will decrease further.....how does that solve the problem?....Gasoline taxes are never exclusively used for infrastructure...the revenue is always included in the general fund. Here's a radical concept:  If the clowns that work on the roads are forced to put in a full day's work for a full day's pay instead of featherbedding to make the job last longer, the cost of road maintenance will go down.  Here in AZ, we had a 7 mile two-lane road between two towns.  So the powers that be spent millions of dollars to improve the road.  They built a different two-lane road.  We are now well into the second year of "construction."  All the job sites are deserted after 3 PM on Friday.  July 4th was on a Thursday this year, and the crews took off on Friday.

    Here in Washington State we have some of the highest state taxes in the nation and I can tell you the money has not been spent on improvements like the roads and bridges we need--what then??? Studies (no doubt politicians friends). Millions, maybe billions spent on studies like the 520 Bridge between Seattle and the Eastside and not one foot of roadway started. Our governor, Christine Gregoire should be impeached for lack of fudiciary responsibility as our states top exec.

    if people are "driving less" then how would congress be justified in raising a tax that is directly tied to use of public roads? if the roads aren't being used, there is no basis for increasing a tax designed to cover costs of road-use.

    I've got to wonder when the figures (that people are driving less/buing less gas) were compiled; if the commission compiled those figures 6 months ago when gas was upwards of $4 a gallon, people were definitely driving less and using less gasoline; today, at $1.60 a gallon, people may well be driving more/using more gas than they were 6 months ago... the figures that the commision is using are probably closely correlated to the changing cost of gas... (ie. if figures were compiled today, they may well show that revenues raised from gas-tax have steadily risin and sharply spiked since the cost of gas has gone down, making the need for a 15cent increase moot...)

    the congress must find a better way to raise revenue for the upkeep of public roadways, one that is not tied to the purchase of gasoline. no one can argue that roads don't need to be properly maintained (though, the ridiculous 7-year-per-mile rate at which Florida roadwork moves seems a bit wasteful...); in the not-too-distant future, when people are buying less and less gas, not because of cost but because their vehicles don't run on gasoline, increasing the gas-tax will have the effect of singling out those who still use gas-powered vehicles while giving everyone else a free ride (if i drive a tesla, and don't buy gas, i don't pay gas tax, and i get to drive on roads for free...) certainly, the government needs to encourage people to seek greener methods of transport, but forcing the people who lack the means to buy an electic car (teslas run $110K) to foot the entire bill for road-upkeep is unconcionable.

          Why not save billions in eliminating our overcrowded prison/court system with a zero-tolerance policy (if convicted, firing squad or hanging) for persons who commit criminal and/or sexual acts on children under six and for those persons who manufacture and distribute drugs.  (It can be legalized and taxed, too).  Either way less money spent on building new prisons and feeding, housing, clothing, entertaining inmates (sometimes over and over) and on medical and dental care.  I figure a lot of pedophiles and drug persons will just move to other countries.  That should free up billions to fix the infrastructure of this country and to line the pockets of congress with new pay/cost of living raises, etc.

          Before striking out at the government workers, please remember they aren't the ones that created these problems.  Our elected officials are responsible.  Most government workers are just like you they go to work to provide for their family and many government employees deal with very heartbreaking issues as well as the abuse when dealing with people who have very real problems and are upset by their own situation.  It's hardest when we don't agree with a policy but still have to follow the law.  Then there are the agencies where employees put their lives on the line daily to keep you safe, even when the public treats them badly.

          Our job is to follow the rules and laws set by Congress and the President, we neither make policy or law.  Please direct your anger at the individuals elected to the House, Senate and office of the President.    Since they haven't experienced pay cuts or budgets cuts and seem to be getting richer while the rest of us suffer I think that would be a good place to start cutting.

          Since there is only one of me doing what I do in my department I would get excited if I saw two more standing there and trust me they wouldn't be standing there doing nothing for long.   As it is I have my own programs and work to as well as support work for 16 other employees.  Originally my work was done by three employees, but because of budget cuts the only three you will see is me, myself, and I.

          But I agree with you, if someone is wasting our tax dollars it should be brought to someone's attention and changes should be made.  We all pay taxes, and no one wants to think their money is being wasted.  I do hope I can put your mind at rest, as a government employee I watch every penny that is spent by my group, I do everything within my power to find ways to cut cost and still stay in compliance with the laws I am bound to follow.

            As for the pay cut we have all taken this already in the form of losing OT....I really mean a decrease in hourly rate, my job title was reclassified and thus I lost .25 per hour pay.(I didn't even know they could do this)

            I'm happy to be working so I just cut out a snack and a drink a day to curb the loss.

            Now for the pretty roads. (and they really are, thank you)

            You Chris have now been put in charge of quickly coming up with a way to save millions a year in federal highway projects, but without sacrificing motorist safety mind you.

                $30,000 franchise tax on Mercedes owners

                ummm, that is a Democratic controlled panel in a Democratic controlled congress. You have been out of the loop for a couple of years. Let me give you a quick update. The Republicans got stupid after Bush was elected and started to spend money like they would never run out. Feeling deceived, the Fiscal Conservative Republicans with the help of equally disgusted Democrats ran those jokers out in the 2006 election. Power was transfered to the Democratic party, leaving Nancy Pelosi (D) and Harry Reid (D) in charge of the House and Senate respectivley.

                In 2008 voters once again took away seats from the Republicans in revolt against policies by the Bush Administration and overall anger at the Congress. Although most members that were re-elected are the same ones causing these issues. Go figure.

                So, while we are winding down the year, we must keep in mind that we will have the same basic Congress that we have since 2006. The same Congress that just gave away over a trillion dollars to wall street and asked for no accountability for it. Over $300 billion lost and another $350 getting ready to go out the door, but we will need to raise that gas tax on middle class truckers in order to meet our highway budgets.

                  Corporations do not pay taxes, their customers pay taxes. Tax the oil company and they will raise prices. Not only for the tax but also overhead and profit on the tax. A ten cent tax becomes twenty cents more per gallon.

                  It is really smart to raise taxes during a recession (depression to some) when people are getting laid off and going on assistance daily. Make gas cost more so I can only drive to work four days a week instead of five. Really smart.

                  I've got a great idea. Figure out how much we need and let the panel that suggested a tax increase pay it, out of their pockets. Seems fair to me. They wanted a tax increase didn't they?

                    Besides the rich are just as an important part of the economy as anyone else. By being able to pay for more costly items, they promote development. Ask your self how come you can by a 50" plasma for $1000 now when they were $10,000 not too many years back. Plasmas may not be the best example of how your standard of living is raised by rich people but it does make the point. Just to save some posting, I am not rich or even close. I do not drive a Mercedes. I do drive a used car.

                      Phil, I'm going to have to throw in a caveat here. 

                      Technology becomes less expensive because when it's introduced, there's only 1-2 companies who manufacturer it.  After a couple of years, more mainstream manufacturers start to develop the product, improving competition in the marketplace. As a result, the price goes down.  

                      When the first CD Rom drives came out, they were made by 1 company. They also cost well over $1000.  In a couple of years,  more companies figured out how to build these products, which dramatically reduced these prices.  Open source development reduces prices. 

                      The only company that used to refuse open sourcing their technology was Apple. And they nearly went bankrupt for it.   who wants to spend $800 on a monitor when the PC model was available for less than $150 at the time ?  That's a large part of why Apple failed miserably in the consumer market in the 1990's.   No competition. 

                      Now yes, they develop this technology because people will purchase it.  That's completely true.   But it's not just wealthy people.  Much of the time, it's corporations that purchase this stuff that cause other companies to want to get in on it. 

                      If you ever go to a technology conference, you'll see hundreds of people walking around taking notes about new technology. Many of these people work or rival companies, who will then take the notes, and create very similar products to gain a piece of the market share.

                        The only thing that got us consuming less oil was jacking up the price of gasoline to a ridiculous level.  If our goal is to consume less oil (and hereby be less dependent on the powder keg that is the Middle East) then keeping prices ridiculous is the sensible thing to do.  Americans don't care about causes as much as they do the cost of living.  $4 gas provides me much more incentive to conserve than hearing Al Gore blather on about global warming, or climate change, or whatever he hell he's calling it these days.

                        I would argue we should take it a step further and set a national 'minimum' and a national 'maximum' for a gallon of gas.  Taxes are adjusted accordingly to keep within this range.  The money that is collected is then put to researching and funding alternate sources of transportation.   

                        It would never happen, but if gas gets back down to a buck a gallon everyone will just rush right out again and buy SUVs, drive more, etc.  I have no problems keeping it high, given the end result of doing so.  Gas prices didn't bankrupt this country....scumbag lending and Wall Street dirtbags screwing us did it.

                        I agree with flightdoc.  We should have a floating federal oil tax that stabilizes gas prices at around $3 per gallon and adjusts with inflation or long term oil price trends.  The revenue should be invested in roads and other transportaion infrastructure and renewable resources.  Everyone blames the US Auto Industry for building fuel hogs, but they are just building what people buy.  Reducing the volitility of fuel prices would increase the efficiency of all markets, including autos and airlines.  Obama is already planning massive spending programs to jumpstart the economy, at least this would help pay for it.

                          Americans drove less, sure, but thats becasue we could not afford $3-4 gas. Keeping it at that level is just hurting us all. Our driving patterns overall did not change that much. The Fed is looking for another way to raise taxes and using the small reduction in fuel consumption as an excuse.

                          Truly, i cannot find a comparrison of total gallons of fuel sold in the US durring summer 2008 vs. summer 2007, 2006, 2005, etc. I keep hearing that we drive less, but how much less? We can blame global markets all day long. And if people really want that Hummer, then let them buy it and then sell it in four years when gas is $5 a gallon.

                          We do not need more taxes, just more responsible government spending. You cannot tell me the Federal Govt is getting the best price for road work. They are most likely wasting billions, just like they have been wasting billions. Just travel mistakes in 2008 (unused plane tickets, double bookings, unused hotel rooms, etc.) would make up for the shortfall in the Transportation budget.

                          The ONLY reason oil consumption is down is the fact that the economy has ground to an absolute halt.  Productivity in this country is at a standstill. So since there is no need for oil, the prices dropped along with the falling demand. 

                          But you fools are right. If you want the oil consumption to stay low, go ahead and raise taxes on it, insure productivity never returns, and drive this country deeper into recession and eventually into depression.  We can all live in squallor but we won't be using that 'evil' oil.

                          Where to look EIA is a source of Oil, gas consumption and production.  There are others.  Overall, it looked like our Gasoline consumption was down about 10% and our Diesel production was constant, but we were shipping (in 2007/08) about 15 % of our diesel production outside the country.  This is caused by the 15 PPM limit on Sulfur in our Diesel fuel.  80% of our Diesel must meet this standard and the rest the high ends was being shipped out to other countries.  (It will get worse. In the near future all Diesel sold in this country will need to meet this standard.)  Only one oil company, EXXON, is at this time building the refining capacity to meet this need.

                            Dagnamit, the auto companies did not build cars that people wanted to buy.  They built what they damn well felt like because the CEO's and directors all go to the same cocktail parties the lobbiests, congress and the oil executives go to.  Then they put the SUV's etc on sale and justified their sales on the other cars were down so they build more SUV's. 

                            They are simply alcoholic, drunk iditots.  Even GM is advertising hybrid Escolades but the sale price is for the non-hybrid vehicle for a price most people can't afford. 

                            If all of their cars were hybrids, people would buy them---when the economy is such that they can afford a car payment.

                              At the beginning of 2008 my family paid $920 a month for three vehicles just to go to and from work.  Since the reduction in gas prices that has reduced to $320.  Depending on where you live in the country others may have paid more.  Multiply this by 1000 households and the local economy could be affected as much as $600,000.  Even if you average the number of drivers in each household by two this is a significant impact on your community.  I'm sure I would have spent some of that money, which certainly would have helped the area economy.  And I just thought my husband was kidding me when he claimed my spending at Walmart provided employment for at least one employee.

                              Here's the rub...let's say you purposely inflate the price of gas to 3/gallon, people will go back to scraping by - as noted, times have been a bit better for people since gas went from $4 to $1.50, people have been able to pocket a bit more (which in turns means saving and spending more).

                              Because demand has gone down, they decrease supply to try and raise rate...and now we want to raise taxes on it which will kill our people more.

                              So now we do even less, they in turn supply even less (so as to react to the supply/demand principle) and suddenly they're supplying nothing, we're paying more, and we have nothing left over for ourselves.

                              Seems that it makes more sense to keep prices low, allow people to enjoy the extra savings (like a stimulus check every few months via savings) and look to ways that don't rape the middle and lower class even more.

                              I mean...Congress writes off their mileage at $.55/gallon...why should they care if they tax gas - we pay for it for heaven's sake.

                              Like I said before, if this the the beginning of the plan, it's going to be a CRAZY ride.

                              Speaking from a car design standpoint, Honda, Suburu, and Mitsubishi have gotten more out of a 4 cylinder than the US companies ever have. 

                              Honda's S2000 puts out 237 hp in a 4 cyl (naturally aspirated at 25 mpg highway)

                              Suburu's Impreza WRX puts out 305 hp in a 4 cyl (turbocharged at 22 mpg highway)

                              Mitsubishi's Evo puts out 291 hp in a 4 turbocharged 4 cyl (at 22 mpg highway) 

                              So let's compare America's 'performance 4 cylinders. 

                              Chevy Cobalt SS - 260 supercharged at 25 mpg : a fair competitor, but hp/weight puts it even/behind the s2000 with a turbo could be well above 350 hp (this is conservative.)

                              Every 'sports car' the US puts out is still aligned with the belief that there is 'no replacement for displacement.' 

                              Now for the rant. (I apologize in advance) 

                              And the way most people drive, they might as well just ignore the EPA guidlines. If you're worried about your fuel consumption, stop flooring it at the light, driving the car to redline before you shift, speeding down the freeway (irony - getting passed by a car doing 90 with bumper stickers plastered over the back saying 'conserve the earth' ), slamming on the brakes at the last moment, backtracking over your routes, and oh yeah. STOP DRIVING THE CAR TO GO TO THE MARKET DOWN THE DAMNED STREET. Try walking. This will curb two issues: excessive fuel consumption, and obesity. A win/win. 

                              Okay, here's the soapbox. I'm done with it.

                                First; let's have an audit of the highway fund and see how much of it has been diverted to bike paths, light rail, etc. and stop those raids .

                                      We do not need higher taxes. What we need is to utilize our own oil resources by drilling new wells. We have hundreds of thousands of oil wells in Texas. How much damage have they done environmentally? I have not heard one complaint. Oil companies pay very well for land leases.

                                      Second, we need to cut many programs within the budget. We also need to eliminate the WASTEFUL spending at both the federal and state levels. In New York there are tons of ficticous groups set up for the sole benefit of receiving taxpayer funding to do nothing.

                                      Let's not raise taxes, let's ask Washington to cut spending.

                                        But regarding taxing corporations - seriously, corporations don't pay taxes, they pass the cost of their tax onto the price of their product, which we as consumers pay.                                           Great Idea!!!  In fact they should double the gas tax and tie it to inflation.  The only way we the public will act like adults when it comes to our carbon foot print is to make more expensive to burn gasoline and diesel.  Now that gas prices are down the sale of fuel efficient cars have fallen about 3 times as fast as overall car and truck sales.  We can free ourselves of the addiction to our cars and trucks on our own.  We need to feel in our pocket books before we change our behavior.  So now while the price is down lets add a bigger gas tax both on the federal level and state level.  Another 50 cents a gallon combined would help motivate us.  It will be much easier to impose this tax now than when the prices are in the $4 range as they will be again.  If you think that is high try leaving in Ireland where my son lives.

                                                If there has been less travelling by society as a whole then it stands to reason that the roads should need less upkeep. Why should we agree to a gas tax now? When the price of gas was ridiculously high, every Senator who mentioned the possibility of suspending the gas tax was shot down. You can't have it both ways. I do see the fundamental problem for the future however, With the world attempting to get more and more away from gasoline powered vehicles, where is the money for future highway maintenence and building going to come from?. Why aren't these smart think tankers brainstorming ways to create newer revenues streams instead of the standard raise taxes mantra. The government is out of touch with the common man and have no idea how difficult it is to survive in this horrible economy. Here's an idea, cut the amount of Senators and Congressman in half, do away with all of the BS wasteful Pet projects of the Senior Pols and stop bailing out every entity that comes a begging for more cash because they do not have the business acumen to thrive. Let these badly run companies go under and allow the remains to be divided up to the successful companies that will prosper, thus allowing our economy to make a rebound while saving the tax payers hard earned cash for when WE NEED IT. While we are at it, let's cap the salaries of the 10 most fundamental industries, Health Care, banking, etc.. That would allow Medicare to benefit those it was meant to help and not great Aunt Agnes who illegally dumps all her assets so she can get free benefits when she could easily afford to pay for it on her own. America is so full of greedy, conniving people that it literally makes me sick to my stomach. Good thing i still have Health Insurance, although i can't afford the premiums and haven't been to a DR. in 3 years.

                                                Medicare and Medicaid are two different entitlement programs.  If you paid into Social Security  which most people do, you will be covered by Medicare at retirement age whatever your income if I am not mistaken. 

                                                On the other hand with Medicaid you have to "qualify" for this entitlement program.   Oddly enough many people who are not "entitled" to Medicaid are the ones that "qualify" for this medical coverage unlike many who are entitiled to it  and can't qualify for this health care coverage.

                                                It's time for universal healtcare.

                                                  If you conserve water, your local water works raises taxes. They built their budget around "x" amount of gallons being used and hence creating "y" revenue. Conserve water is the government motto! Then raise your taxes to boot!

                                                  Same is true in conserving fuel/energy. If we all bought little bitty cars, gas would have to be $4 as the usage would be way down. Their revenue numbers would be in ruins.

                                                  The Fed's based their revenue stream on everybody not conserving. Then when you are told its better to conserve by the government, the same government wants to penalize you for conserving. Brilliant!

                                                  Let us all get green, conserve, and watch our tax bill go through the roof. Our Government and Elected Officials are flaming idiots!

You say that due that you CAN pay the higher prices. I can't. I am a stay at home mom. Why? Cause it took to much to get to work every day & pay for day care for 2 children. I was only bring home $100 every 2 weeks extra.(made no sense) My husband is in the Navy & Has to be to work everyday on time. He has to drive 20 miles one way to get to work, due to were we live (That is in our Military budget). When gas was $4 we had to eat lots of ground beef & chicken. Now we can afford steak & going out to eat every now & then. My family deserves a good life not just the fat cows in Washington & the rich. I am sick & tired of the little people always suffering. We have to take a stand. We all need to march on Washington & show them we mean business. They will not listen unless we put in in their faces!!!

                                                            The reason people are driving less is because they cannot afford the gas. I guess since the politicians don't drive themselves or buy gas, they think ten cents will be just a small inconvience. If the politicians want to raise money, then let them cut their staff, or raise the price of alcohol and cigarettes. Or better yet, ask congress to spot them a few billions to add to the kitty for road improvements.

                                                            Here we go again the government wants to spend our money on big banks and then take more of our money to do something other than what they say they need it for they are nothing but a bunch of conceited @!$%#s.If they need more money then they need to give up some of their salary and perks that they charge the taxpayers for

                                                            The democrats have the majority in both houses of congress, so i don't want to hear any bs about this being a republican bill! These democrats haven't barely gotten their president in office and the first item on the agenda..raise our taxes! Are you kidding me? It just goes to show you that both party's are a bunch of losers.

                                                            Why do they not cut out foreign aid to pay for our roads, I mean give the people who pay the taxes the choice and we will see what they choose! Maybe they can take the money from the raise that they are proposing for themselves and pay for some roads.

                                                            America needs to take care of America first and let the rest of the world take care of themselves for a while. We cannot be the financial savior for the entire world when we don't have enough money to pay for our own roads.  Cut out foreign aid and all this earmark spending and we could have roads paved in gold. Congress needs to wake up to reality, the American people are getting fed up!

                                                              This is the typical problem with conservation as envisioned by big government.  Make it a "good" thing to conserve and encourage conservation by taxing the tar out of us.  Once the "good" has happened it's time to use the punitive tax to make up for revenue to fund what we can no longer live without.  Why not just drop the conservation facade and let's all keep on using it until we use it up?  Oil will flow, cash will flow, taxes will flow, and eventually the flow will fatten up the same few people.  Outside of the time frame, nothing other than tax distribution changes.  In the end the total tax collections are the same.  If you follow this line of reasoning to it (logical?) conclusion you realize (In the words of Frank Zappa), "There ain't no way to delay that trouble comin' everyday."

                                                                Even though I live in a rural area where driving is required to get to town or go to school and our trucks need real engines to get up the mountains around here I think this is the first good tax I have heard of just for the wrong reasons.

                                                                Interstates and cars are screwing up our economy and the environment in many ways and make us dependent on foreigners.  I agree with raising taxes on motor fuel, but it should be a lot more than a dime a gallon, keep the pump cost at $4 a gallon and spend the taxes on alternative fuels research.  If the cost of a barrel of oil goes up the tax should be lowered to keep the cost stable for gas so it doesn't drive us into a recession.  This will encourage fuel efficient and alternative vehicles to enter the market because some one can make some money at it (and we all know that greed seems to rule these days). 

                                                                The oil producing nations love it when the USA has to pay what ever they want for a barrel of oil.

                                                                I wouldn't spend a dime on the interstate road system because it encourages long commutes, inefficient trucks and strip type development rather than smaller more self sufficient communities and vehicles.

                                                                Just a little different way to look at the idea.

                                                                  Well thought out but a pipe dream. R&D would never see the money, our Congressmen would spend it on something else and put in an IOU for sometime long aftger tehy are dead. We will just have the same cars and pay more to get to work. As for thought out communities, that is waiting for a train that don't come.

                                                                    I can't help but wonder how the products you use just magically appear on the shelves. Maybe those inefficient trucks. The entire economy is based on oil. You aren't going to change that overnight.
